FPS Safety, Plant & Operations Committee Update – February 2025

Chaired by Julia Nicholson and Colin Kemstead, the FPS Safety, Plant & Operations Committee met on 4th February 2025, to discuss key safety, operational, and training priorities for the sector. Below is a summary of the key discussions and actions arising from the meeting.

Piling Apprenticeship Scheme & Industry Engagement

The committee reviewed the status of the Piling Apprenticeship Scheme and discussed ongoing engagement efforts. Members were asked to report on the number of individuals currently in the scheme and those enrolled since its inception in 2019. The impact of funding changes was also noted, with concerns raised over reduced engagement from subcontractors. Members are being asked to submit apprenticeship data by 14th February 2025.

Industry engagement was also highlighted, with an emphasis on participation in CPCS and NOCN CPD industry events. Attendance at these sessions is deemed crucial to ensure specialist piling and related training remain a key focus. The FPS Secretariat will issue details on requirements for attending CPD events.

Safety & Incident Reporting

The committee acknowledged challenges with the underreporting of concrete blockages and other safety incidents. Discussions reminded members of the QR code-based reporting and digital observation tools to streamline data collection. Education on the importance of proactive reporting remains a priority to improve understanding and prevent recurring issues.

The committee are also reviewing the current safety alert template with an aim to ensure the FPS captures the safety alerts from the piling subcontractors, which then can be disseminated across FPS members. Currently the submission of safety alerts is very low and the information is limited  at times, so they are looking to change this.

Stored Energy Systems – Risk & Management

Discussions were held on the risks associated with stored energy systems, particularly pressurised and hydraulic systems. A questionnaire is being developed by a third-party group to assess current industry practices and awareness of associated hazards.

Concrete Pumping – Standardising Guidance

The FPS is working towards a quick reference guide for concrete pumping practices. While interim research is ongoing, a working group has been established to accelerate progress. The FPS to provide updates on concrete pumping guidance and research outcomes.

 

Committee Representation & Future Focus

Concerns were raised that discussions remain too safety-focused, potentially sidelining plant and operations issues. Members were encouraged to contribute topic suggestions ahead of future meetings to ensure a balanced agenda. Members will be asked to submit relevant discussion topics to the FPS Secretariat before the next meeting.
