The recent meeting of the FPS Commercial Committee, held on 19th June 2024, covered a range of critical topics impacting the piling industry. Chaired by Stephen Edmondson of Foundation Piling, the meeting saw active participation from industry representatives and guest speaker Jo Fautley, Deputy Chief Executive of Build UK.
Key Discussions and Updates:
Guest Speaker Insights – Jo Fautley provided a comprehensive overview of Build UK’s initiatives, focusing on influencing government policy, improving payment practices, and updating pre-qualification standards. She highlighted Build UK’s efforts to streamline industry certification through the Common Assessment Standard, aimed at reducing the need for contractors to have multiple subscriptions (Achilles, Builders Profile etc) in order to secure a place on the tender lists.
Fautley also addressed the industry’s challenges with contract terms and risk management. She noted the increasing insolvencies and their impact on insurance premiums, emphasising the need for better contract practices to manage risks effectively. The discussion on payment practices, specifically directed at main contractors (and their clients), revealed ongoing issues with delayed payments and underpayment, particularly in the private sector, and the need for better alignment between management and operational levels to ensure timely payments.
FPS Audit Update – The focus is on applying FPS standards on-site, including safety measures and carbon reporting. The audit schedule is set to commence in August, with all audits expected to be completed within 14 months.
Technical Committee Initiatives – The committee reviewed updates on the Cross Hole Sonic Logging document, with plans to reduce over-specification and promote alternative testing methods like TIP testing. Defects and imperfections was also raised withy there being considerable international interest in the subject, particularly in the US from the DFI.
Digitalisation – The committee is also exploring the integration of AI and digitalisation in industry practices, with ongoing updates to BIM guidance.
Re-use of Piles – A proposal for a digital database to map completed projects and facilitate the reuse of piles was discussed. This initiative aims to provide detailed information to support sustainable construction practices.
Working Platforms – The committee addressed safety and certification of working platforms, with upcoming research from the EFFC/DFI that should help enhance understanding. There is also an intention to update and improve the WP certificate in light of recent issues.
